EPA Used Oil Regulations - 40 §CFR 279.10-(c)
- Materials containing or otherwise contaminated with oil from which the used oil has been properly drained or removed to the extent possible such that no visible signs of free-flowing oil remain in or on the material may be disposed of in a solid waste disposal facility, provided the material is not listed or identified as hazardous waste.
- Used oil absorbents have to be centrifuged, wrung, or drained before they can be legally sent to the landfill.
- The above is the Federal minimum standard that all states must enforce.
